Chicago’s municipal water is drawn from Lake Michigan. One of the large water treatment plants on Lake Michigan has offices for engineers who review plans for new water connections, among other things. Access to those engineers’ offices is highly restricted. List 3 or 4 concerns the city may have to justify such tight security. For each concern you list, explain if you think the concern is justified.
